Does the book "Philosophy Of Time Travel" from Donnie Darko really exist?

No. The director thought about actually writing a book because of thousands of fans requests, but he decided in the end to just leave it to the snippets of the book shown in the Director's Cut version of the film. (which if you haven't seen, you really should!)
