The powder probably did work but if they are in the carpet too they came back from there.
Here is something you can try. You can buy what are called bug bombs at the store. Look for one that includes killing flees.
Take the cats out of the house and set off the bug bombs. You and the cat will need to stay out for about 1 hour. While the house is being bug bombed, flee powder the heck out of the cats.
This should kill everything on the cats and in the house so they should not come back.

Eh I was going to say Frontline, it's a spray found in the Vet Office that isntanly kill fleas or go to a store of agriculture that sells stuff for cheap. I heard that Avon has an oil called Skin-So-Soft that was proved to work to get rid of fleas, but I don't know if it's easy to find. Wash your cat with shampoo that consists of herbs that kill fleas like eucalyptus.

unfortunately you'll have to spend money at the vets office. Unless of course you can buy some advantage online. The best thing for your carpet is to call the exterminator. You don't have to have them come do it. For about $30 you can get a spray from them that really helps. If you don't treat the animals properly though they'll just keep coming back.

well you might have to spend alittle extra on something stronger like a liquid spray ,or remove the carpets completely ,maybe just move,and dump the cats?jk have a good day eh!peace all!

use TAT for fleas and ticks in the bedding areas, as far as for your cat, put some garlic powder in thier food everytime they eat--fleas hate garlic and it will come out through their skin
