No, that's not the real Lacus. Her real name is Meer and she is just pretending to be Lacus.

That Lacus in PLANT is a fake. Her real name is Meer Campbell. Since she could sing exactly like Lacus, and Gilbert needed Lacus's power, he ordered Meer to undergo plastic surgery and become "Lacus". She's dressed like that in order to appeal to more people, ehem real male fans. Aside from that, everyone in PLANT thinks that Lacus is still Athrun's fiancee, that's why the "I was waiting for you" line was said by Meer.
Apparently, Athrun thinks she is a big pain in the butt. Go Athrun!

nope.... it's not the real lacus... i think the zaft forces use her... i'm not sure though.... i haven't finished watching the series....
