Im not sure what type of phone you have. I have a sprint phone and it will not charge while turned off. Look in your manual that came with your phone.

No. But it's always best to turn off your phone at least a couple of hours a day.

Don't have to. When I charge mine, its on and its usually charged within 3-4 hours.

The Cingular people told me to shut it off for a while each day, so I often turn it off when it's charging.
