Right click on desktop. Select arrange icons by and un-select auto arrange then drag and drop the icon to where you want it by holding down the left mouse button when on top of icon and dragging. If auto arrange is on it will not stay where you put it.

Move you mouse over the icon and left click on the icon. While holding the left click down, move your mouse to where you want to icon to go. When you have it where you want it, let go of the left click. Your icon willl stay there until the next time you align your icons.

Put it where you want it and then right click on blank desktop and then click on "active desktop" then "lock desktop items."

That should work.
