Free health care and free education for all. It's pretty much impossible, but hey, so's the idea of me ruling the world :)
Something silly I would do as world ruler would be to make everyone listen to "Brick" by Ben Folds Five once a year, at 6AM on December 26.

I would make all education (through doctorate) free. I would wipe out all current student loans too.
