It's going to sound a bit odd....but toothpaste. Simply put a bit on a rag, and rub the silver down.

silver polish!
http://www.mrbuffer.com/cleaning-silver-cleaner-polish/polish-silverware.html
for example
here are some tips if you want to do it more or less for free
Safe cleaning of silver
Put hot water, aluminum foil, and baking soda in a glass pan. Place silver piece(s) on top of foil and wait. Remove silver, dry with soft towel. This will not remove any silver plating.
I find that the product "So Clean" detergent booster made by Arm and Hammer works a bit better than just baking soda alone. Same method-hot water, foil, glass bowl or pan but a couple of tablespoons of "So Clean". I think it's the added detergent.
or
clean the sliver with a jewelry cloth or tooth paste with a soft brush
Clean the stone with very mild hand soap with soft brush
Preventing tarnish on silver Leave pieces of white chalk (like you use on a blackboard) in whatever chests or cabinets you store your sliver serving pieces. It prevents tarnish

The easiest most effective way to clean silver is to buy a silver cleaning cloth from the jewellers. They are very cheap, non messy and do a really good job without all that scrubbing and rubbing.

I think it is aluminum. Take some aluminum and put it at the bottom of a container and then fill it with water. Then put your silver in it. You may have to scrub the silver. Some thing about the aluminum and water that cleans the silver.

Just a basic jewelry cleaner for sterling silver. A white paste toothpaste will do in a pinch (no gel formulas or greens).

I bought some jewelry cleaner at Target (jewelry counter) that's specifically for SILVER jewelry. It really works great, and it wasn't very expensive. It even cleaned all the little crevices in my charm bracelet!

make up a solution of washing soda in warm water and add some aluminium foil. then place the silver in the solution until the black oxide disappears. rinse and dry, then use the normal propriety silver polish.

One method that worked beautifully for me was: boiling potatoes; keeping the water after it; putting silver in it for a couple of hours.

dont try a brilo pad it scratches it. have a look in a kleeneze or betterware mag, or hardware strore . you find a silver cleaning solution.
or alternativly, try lemon white sprit vinigar and tin foil in warm water in a small bowl and leave to work for a few mins. it works for mine.
