My 1996 Volvo 850 has the ABS and TRACS dashlight on. I need to get it registered but have to have it inspected first. Will it pass?

As a previous NY state inspector -- NOPE. Any brake warning light will automatically fail it for NY inspection. So will any safty related light -- aka, airbag light. However, like anywhere else, there's always inspectors that may "overlook" this, but I wouldn't count on it.

I doubt it. I do not know about New York but Illinois requires ABS warning lamp causes to be corrected before registration.
