To be a citizen of that country and not to have played an official match for another country at the senior level.That's if you mean eligibility. Personally, I think your country is always where your roots are, not necessarily where you live, and it's a shame to play for a richer country.
If you mean skills, it's entirely up to the manager of that national side. If you didn't make it big in any national league and nobody's heard of you, chances are slim:)

well u have to be a citizen. and the rest is up to the national coach or manager which usually selects players from football clubs.
