It would be a rare fellow who fit this scenario, but theoretically, yes, he could be gay. He could also suffer an extreme deficiency in social skills.

Until a person has sexual intercourse, whether it be homo or hetero, the sexual orientation is not established, per se.
Just because a male has feminine characteristics does not (necessarily) give way to surmise that he's gay.
Oh, and simply thinking of being with a person of the same sex does not make you gay/les either. Not until it's acted out, and then you're bisexual (non-practicing or otherwise).

He could be gay but if he was, he'd never know it because growing up in that house, he'd learn gays were bad and if he never saw men, he'd never realized he liked them. He'd just grow up sexually attracted to nothing around him until he got out of the house

of course, attraction isn't something controllable. I'd be gay no matter what. i have 15/20 girls a week ask me out, all my female friends routinely change clothes in front of me. guess what nothing, nada. i was born gay and I'll be gay period end of story.

might be a reason to be feminine acting. Might be born gay as well. He might not be gay just acts that way because of the female influences

He can definately be gay, as he doesn't need to have sex to be defined as gay. However he might be a bit frustrated and need to get out more.
