One of those punching ballons you can get at Toys-R-Us.
Blown up they're about as big around as your average beach ball. Then there's a rubber band attached to the "fill tube". You bounce it back and forth off your closed fist.
Filled with water...man..it's a load. Good for roof drops. You WILL NOT be able to throw it. Filled, I bet it holds 5 gallons. At about 8# a gallon..do the math.

You fill it with boiling hot water, and really full so it definitely pops on impact. Just in case, put a little peice of tape on it (so it doesn't pop) and poke a hole through it and the tape, so if, by some chance, it doesn't pop when it hits your "target", they can't throw it back at you, because all the water will leak out after a minute.

an ideal water balloon would be made of thin rubber, and filled to the absolute max. That way it pops easily and you get the maximum amount of water on your target. :)
