Right click on the folder and scroll down to properties and select that. Under Properties there is a "Sharing" tab. The top option on that window is to make the folder private. You will be the only user who can see it. Then simply P-word your profile so that only you can use it and don't let other people use your account. That's the best option possible using only windows software.

You can use a third party program. Microsoft posted private folder app but took it back due to some bugs . You could also create a zip file with your folders inside and password protect the zip file.

setup user accounts for each person that uses the pc and no changes can be made to any account unless they have adminastration rights
