Why they can't directly be applied on face, straight from fingers or palms?

I don't use cotton - I just splash it on my face myself. Maybe they either want to sell you more stuff or the cotton helps you conserve the liquid (not spilling everywhere).

because it you use your palms you probably lose half of the toner...like when you wash your face with water...
