Are peak hours the same for every state?

common scence is all thats needed, The average family and the elderly are on a regular scheduale. That means breakfast at 7am lunch at noon and diner at 5pm but also younger familys have bath time from 7-8pm. So take those times and 1/2 hr before and after would be peak times, and is the same everywhere.

1-00 am - 8-00am cheap rate electric in the UK still is very expensive
