They have different openings for different needs at different times.
Veterans have preference in getting hired. Try fedjobs, they have the listings, then you have to submit the bid package correctly. If you are very persistent you can probably eventually get hired. but for example with secretaries we usually hire contractors then if we like them after a few years hire them on as feds.

It's little harder than that..... Every job has requirements, and back round checks to pass. Then you have to take a civil service exam for the job. I've taken a few. Not that easy.....
