my mother inlaw put rubber snakes on her porch to keep the birds from poopin all over it. maybe that would work. it worked for her

Birds also have a strange fear of tinsel streamers. No joke. Check out some orchards around Visalia, they've got a streamer on every tree.
Snakes also work, I'm not so sure of owls, but I suppose they'll eat anything small enough for them to catch.
You'll have to move the snake every few weeks though. Some garden centers sell nice blow up ones, which might float around in the pool well.
You could also nose about the yard more often, since birds are afraid of people, and while you're there, you'll probably figure out some other things the birds are into... like fruit trees, or garden grubs that you might be able to relocate. Covering the pool when it's not in use will also make it harder for the birds to get water from it... and maybe there's a nest somewhere.
Shooting the birds with a really good hose nozzle tends to upest them for a while... maybe not so much in this heat though. BB guns, of course work, but taking the life of anything, even with the proper tools, is a hard thing to do, and BBs are not the best tool for taking out birds... just the safest for use around a house.

kick em square in the nuts. simple as that. Or if youre not quick enough, just put some 5 foot sticks in the ground and hang an aluminum pie pan on each. i'd say put one on every corner of your pool and 2 by the waterfall.

Get a good, tight cover for your pool. And remove any bird baths you may have in the yard.

Birds are attracted to water. I've heard that a fake owl will keep birds away. Birds are afraid of owls.
