For example the tortoise may have a bacteria that it is used to and doesnt effect the tortoise, but the dragon wont be immune to it. And vice versa. The tortoise needs a larger cage then what the dragon needs and they have different dietary needs.

1. They need to have similar environmental needs. There are not a lot of tortoises that like the hot, dry environment of dragons.
2. There needs to be plenty of room to avoid aggression and stress. Tortoises want 100 square inches per inch of turtle shell, and I assume dragons have their own space needs.
3. Both animals need food sites, hiding sites, basking/'control' sites, etc.- again to avoid stress.
Generally, it IS NOT a good idea to mix species unless they compliment each other- like exploiting different habitats. It is even tough for zoos to do.
I really don't recommend it, but if you can provide both animals with what they want, it is OK.

There are too many factors to consider: temperature, food, humidity, temperament etc etc etc. I wouldn't recommend it unless you are 100% sure they are species which can be kept together; in this case I think not! I don't think you'll be acting in the best interests of either animals if you do put them together.
As other people have suggested get on the internet and do some research or ask your local animal/reptile charity. Pet Shops tend to tell you what you want to hear.
Vivs aren't that expensive!

I would imagine that would depend on both animals temperaments, age & size. However reptiles can surprize you sometimes. I would recomend calling a pet store that has experience with both animals & ask their opinion.
