If you bomb the bomb, the bomb will always bomb you with a bomb so you just have to bomb the bomb with a bomb of your own. I hope this helps.

Because if they have the bomb it acts as a deterrent to anyone that may wish to threaten them with their own weapons of mass destruction - see the cold war stand off from the sixties to the late eighties - Countries gaining the bomb do so to preserve the staus quo with their neighbours in so much as they can 'fight fire with fire' as it were
