DVR does the same thing a VCR does only better quality recording because it records in digital format.
DVR recorders rule because you can record up to eight hours on a single DVD.
the DVR recorder can be on a computer or a single stand alone component. the above comonent was mentioned above in my reply.
it's also the best investment because you can input any video source : even video game systems and record yourself playing.
Now the thing to remember is that some DVR recorder's only play DVD -R discs & some player's can play DVD+R discs. the DVD +R discs are better cause the quality of the disc is better, but the down side of this is that not all DVD player's can play these discs.
Make shure you but the right DVD's for your DVR recorder.

DVR is digital video recorder...most cable providers and tivo provide this service.
it is basically a storage device that lets you record video from your tv. so if you want to save a program, use your DVR to record the program and watch it later...
DVR is also used to fast-forward tv...you will be able to skip all commercials by fast-forwarding from the DVR.
DVRs have limited capacity, so you won't be able to keep all your programs forever, and will have to delete or overwrite old files
if your DVR is on a computer, you can also burn the video to a DVD disc (not legal in all states)

A Digital Video Recorder, it is what a TiVo is. It records TV shows like a VCR and you can pause live TV and fast forward through commercials.
TiVo is just called TiVo, but other brands making essentially the same product call theirs a DVR.
