Hi there is no budget directly from Sg. But you cn take Jestar from Sg, then do a domestic transfer. Their domestic fares are very cheap

Suggest you buy air tickets from sg to kaoshiung! then take train from kaoshiung to Tainnan and Tainnan to Taichong!
