thats not easy to answer, depends on your habits, do you use primarily for voice calls or text messages? you will need to compare the different tariff plans based on your own habits.

There are only three operators in portugal (portugal telecom/ TMN, vodafone and optimus) and i think all have their own low cost/ no frills offering by now. you might want to start looking there, for example (http://www.vodafonedirecto.com/).
