ok, you hit the car's brakes. You (literally) grind to a halt; why not store that energy instead in a spring somewhere in the car?
(Then once the spring is coiled, and you let go of the brakes, you get that energy back -- no wasted energy on stopping or starting again)
So..my question...does anyone know how to get some plans for this? (Or have any relevant information.)

If you "don't think that there is enough energy supplied from applying brakes to warrant such a device" just quickly find your way out into traffic. You'll find out most effectively exactly how much energy there is in a moving vehicle.
