Yep just diet and exercise.
Any fad diet will only hurt you and/or not work. If it DOES work you WON'T keep the weight off.
Now also don't be dissapointed if you don't loose all 10 pounds it 2 weeks. If you want to keep if off forever it will take time. It's healthy and safe to loose 1-3 pounds a week so DON'T GIVE UP!
Try eating the Keelogs ceral, they seem to work, it helps you loose a pant size in 2 weeks! Just watch fat grams and calorise. Try and exercise every other day. And just do little things, take a walk around your neighborhood, take the stairs instead of the elevator. etc.

Eliminate foods that are full of estrogens, such as commercial meat and dairy. Eat low to moderate glycemic load foods http://www.mendosa.com/gilists.htm
Eat primarily alkalizing foods. (there are lots of books on this. All a little different. You can tell how a food affects you by testing your saliva pH an hour after eating. 7.4-7.8 is the right range. Basically, produce, apple cider vinegar, millet, navy beans, soy beans, umeboshi plums and green supplements are alkalizing. Animal products, other vinegars, sweeteners other than agave and stevia, cranberrie, blue berries, other grains and other beans are acid producing. Green juices are very alkalizing.
Take intestinal flora, such as New Chapter. Eat a high fiber diet.
Be sure to get EFAs from hemp, flax, olive oil in each meal. (rotate.)
Sweeten only with agave, which won't cause your body to hoard fat, as other sweeteners will.
Allow 14 hours of 24 without food.
Don't exceed 15 gm protein per meal. (the body can't use more as protein.) Do eat 15 gm of protein several times a day, depending on your size.
Don't do Atkins. It's unhealthy and the info above will keep you well and slim.
Drink WATER! Not carbonated.

at 13 i'd say, just start doing sit-ups (about 20 a night b4 bed) and walking or riding a bike.
eat healthy
remember that during adolensence, (the age of 12-19) most young ppl go thru body change. ever heard the expression 'baby fat' well it is referred to this age group while the body changes into what it will be as an adult. it almost always goes away with a healthy lifestyle, altho some young ppl think they can just paly videos and eat pizza and then when they are young adults, and wonder why they end up overweight.

As far as exercise, no one exercise will help you lose fat in one certain place. You raise your heart rate to burn cals and they will come off wherever they want to. If you do situps, for example, they will tone and strengthen the muscles, but running or walking or swimming or dancing will lose cals.
Sounds like you have a problem with either soda, chips, fast food and junk food in general. Those are the biggest reason a 13 year old would be fat, not really lack of exercise.
PS I agree, at 13 you are going to store up a bit of chunk for your soon burst of tallness. Kwim?

If the target area is the waist and abdomen, I would recommend intensive crunches, in sets of 24, for half an hour twice a day. They really do a lot to help lose weight in the abdominal area. If you don't know how to perform a crunch:

please dont do anything ridiculous because all you have is babyfat. It will go away. Believe me, it will thin out. You just have to be patient but for now, just eat healthier and drink lots of water. It the best natural way to clear out your system. Absolutely no more junk food or excess sugar of any kind. Also keep in mind that too much salt retains water in you body so if you dont have a high metabolism you might wanna cut down on salt too. But starting now, you might wanna eat healthy and go get urself a glass of water instead of juice or soda

Seriously the only thing you need to do is sit-ups. Start off slow even if its 25 a day to start. Work your way up to 100 per day. If you do this every day in no time you will be sporting a six pack.

Exercise regularly. Try to avoid eating too much carbohydrates. Drink plenty of water. Eat more veggie & try eating food that is high in protein e.g chick peas. You'll lose pounds in a week. Lastly, eat moderately.
