The best place would be a nursery or online since they are untreated. But you can get them at target but my local walmart dosent sell seeds so it may be a no go there.
BTW just so you know heavinly blue are the best morning glorys *cough* *cough* followed by pearly gates and flying sausers.

Just about any nursery. Most people sell burpie's seeds, including I think walmart.

yes i bought mine at walmart in the gardening department!they sell them just about anywhere that they sell flower seeds!they are not uncommon!
