You can't have a perfect definition for being civilized (the so-called good masses do also have some rare but bad facets). It will keep varying from nation to nation and societies, as we as a civilization keep going through the process called, evolution.

Nature has given both the characters to us as part of some wider perspective - peace and tranquillity on one hand, and the vigorous force of change on the other. True, we are witnessing a great deal of unpleasing scenes of man-made devastation on a daily basis, but it's also forcing the good in us to come out in a determined way. Whatever comes out of this situation will be good for us to lead into a new era. Try being optimistic :)

well that depends on your defination of the word. Some people consider it to mean class and able to act snooty and ect. Me personally i do not believe we are. We are simply beings who believe we are amazing and dream we are but we are not. We raise life simply to kill (factories that produce meat). We laugh at being who get hurt (cartoons). We enjoy violence, hatred, and fights (television). We like others to do poorly (yay my friend got a F on the test just like me!!). We simply are evil beings. We possess some good qualities but most of that just corrects our bad. The beggars on the streets recieve very little pity from the people who walk by. Yet we consider ourselves kind, (donating a few dollars is not a lot, giving up your soda money so someone can survive does not make you a good person). We do things with class is a lie. Eating with a fork is no difference than eating with your hands. Knowing that there is no difference is true class.
Just what i think

A: yur speling iz just fine - I comprehend it well enough.
B: Your question is fair and just. I shall answer it just fairly.
We have an imperfect society. Your question tells of that imperfection. Could our society ever meet your qualifications of "civil"? (If we don't have big problem, small problems would be considered the big problems.)
We obviously have more people out there trying to be civilized than people preying on others. (Even though everyone is a hunter to some extent.)
To know how civil people really are, wait people they think they're not being watched or governed or accountable.
