Yes the rule doesnt exactly count for african cichlids. At the very most if you have something like yellow labs they will get 4 or 5 inches or however big their environment lets them. I would say go with around 15 or 20 and if bacteria and waste get out of control remove a few. You have a while before they fully mature so you shouldnt have to worry about tank space for a while.

You base the amount on the adult size- not the current size. Do you have a whole bunch of dwarf cichlids? If not then your fish will probably end up around 6" some get a whole lot bigger then that though.
Some Africans can be kept overcrowded to control their aggression, some people keep them with lots of room and lots of territory. It depends on what kind of tank you want.

The rule you'll most often hear about is an inch of fish per gallon of water. However, full bodied fish such as Goldfish, require far more space than that. You must also take into account the shape of the tank, as the air exchange happens at the surface of the water.

It would really depend on what cichlids you are keeping and how many you are willing to get rid of once they become big.
Many people keep a dozen or so of the kind they want and then get rid of a lot keeping only a male to 3/4 females

mine started out about two in or so...they are about 6 to 7 in now...in little over a year

keep lots of hiding places like cave structures. but make sure they cant get trapped. I had 2 ciclids pin themselves under decorative rocks trying to create a cave.

They are agresive so make sure they have enough room to get away from each other.
