Dont buy him anything to do with football or Ireland,if he had wanted a football shirt ,the chances are he would have already bought it for himself.
Try something personal from you,get him to go away with you for a nice weekend,there are some great cheap destinations with Ryanair,Easyjet,Jet2 etc or just give him a weekend of pampering to say thanks !

For something a bit different, I bought my boyfriend a tour around his football team's ground. They are usually inexpensive (I paid £7 each) and he loved it. Perhaps a bit more personal than a football shirt.
Or maybe book yourselves into a hotel room for a night or two? that way you can do some of the other suggestions below, and also have a bit of luxury, especially if you go somewhere nice for dinner as well.
Whatever you give him, I'm sure he'll appreciate the gesture.

Maybe he would like one of those pocket knife things with all the little tools on - Swiss army knife. Or a Leatherman. Or a fly fishing rod. Or a cordless drill. Or some gadget for the TV - a universal remote or something. Men looove flat screen TV's, but they are a bit too expensive for a boyfriend.
