It all depends on the age/maturity really, younger women like different things than older women. It also matters where you meet her. If it is in a "meat market", well use you imagination, if it is at work, be careful because of the sexual harassment things, grocery store, seem like you are confused and ask for her opinion.

Just walk up to her and compliment her. Tell her why she's so intriguing. Even if she turns you down for whatever reason, it's still flattering to be approached and you'll be in her mind for most of the day atleast.
