it is the fight or flight response: one of the reactions is the heart beat increasing. In order for the heart to put out more blood to the muscles and brain and etc to respond, it has to pull it from the biggest organ, the skin. Those vessels in the skin become constricted, all that blood is sent to the core, the skin can't retain warmth anymore, therefore you become cold.

First of all, you'd have to be talking about a perceived serious threat for this to trigger, but...
Fear response=genetic shock. Your body will try and save the extremities by shutting off blood flow (well, ok it's actually LIMITING blood flow, not shutting it off completely) to your arms and legs...that's why you feel colder - circulation problem. Mostly it's limiting the flow to the surface...small capilaries...where your skin has all the nerve endings to sense things...

When you are frightened, your "fight or flight" response is triggered. Your sympathetic nerves bring blood away from your skin and pump it to your muscles so that your muscles will work to get you running away or kickin some ***. Thus, your skin feels cold.

i dunno, sometimes you even get really hot (not as in sexy, but like warm) because one time when i was home alone, when i was like 9, i thought i heard something outside, then i thought i saw like Alien fingers wrap around the side of my door, i got really hot then. Do you know that feeling when you miss a stair on the stairway? i felt that too, but it turns out, the noise outside was a tree limb and the fingers was my cat's tail, i had just stared at it so long it looked like fingers lol. i don't think this helped, but i just thought i'd let ya know.
