Atlas was the son of the Titan Iapetos and the Oceanid Klymene.
Atlas sided with the Titans in their war (known as the Titanomachy) against the Olympians. His brothers Prometheus, Epimetheus and Menoitius weighed the odds and betrayed the other Titans by an alliance with the Olympians. When the Titans were defeated, many of them were confined to Tartaros, but Zeus condemned Atlas to stand at the western edge of the earth and hold up the heavens on his shoulders, to prevent the two from resuming their primordial embrace.

Atlas. That is why fancy old maps will often depict a figure underneath.
I can understand that you may have meant "god" as anyone mythological. I can confirm that Atlas is a titan in Greek mythology.
I don't know what the book "Atlas Shrugged" has to do with it.

It wasn't a god but a titan. His name was atlas. When there is an earth quake it was said that he shrugged. I don't think it was a punishment though.
