"In case of the removal of the President from office, or of his death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the Vice President, and the Congress may by law provide for the case of removal, death, resignation or inability, both of the President and Vice President, declaring what officer shall then act as President, and such officer shall act accordingly, until the disability be removed, or a President shall be elected."

dont think so because 'inability...' means disabled

While there is probably more than enough grounds to impeach Bush (and then Cheney as well), this would never happen with Republicans in control of both houses of congress. Maybe after the midterm elections, if the Democrats take control of one or both houses, it could happen, but historically, Democrats have been reluctant to pursue impeachment; thinking it is too disruptive, they put the good of the country ahead of political gain (see Iran-Contra), whereas Republicans see no problem with hijacking the entire federal government to embarass the President about consensual sex.
