Water will shrink the leather, but once you put them on, they're going to stretch out again. If you can't put some sort of pad inside the shoe, there's not much else you can do.

i doubt theres a way to shrink leather

You can buy shoe pads to make them more comfortable.I often buy shoes a half-size larger to allow for use of padded insoles.

buy thicker socks and one of them insole stink stoppers, should make em tighter

add a patch to inside the heal, or to toes.
