try cleaning them with a little oil and a metal brush. If they are real bad you may have to replace them.

CLR cleaner will remove most of the rust and then turn oven on high for 15 to 20 minutes and it will burn the rest of it off.

Clean them using oven cleaner and wire brush. If this fails then you will have to replace them.
Oh and if you rinse the racks well will not have to worry about chemicals contaminating food

Believe it or not,Coca cola is one of the best rust removers.(Imagine what it does to your teeth and stomach)Unfortunately, the racks are probably pitted and beyond rust removal.You can try the coca cola,but they will still look pretty awful.Replacing them is probably the best thing to do.
