should foreskin of penis always cover the head?

My forskin doesnt cover the head of penis even when its small.. is tat normal??

First of all, make sure you're uncircumcised in the first place (sounds almost like you're circumcised but with lots of skin left over or something). But, if you are uncircumcised, it's possible that your foreskin never covers the head - at least not by itself.

Some people just have short foreskins and that's okay. As long as you can pull the skin up over the head when you need to so it works the way it should, then don't worry about it. You "could" make your foreskin longer if you want by stretching it out over a REALLY long time, but why bother if it works fine?

when soft it will cover it completely - when semi hard it will cover it about half way - when you are hard as a rock it won't cover the head at all

Thats called being circumcised!!! Its supposed to be the way it is!
