Not everybody is online and some who are do illegal things.

Internet crimes are on the increase but is still very much the minority of internet users that commit these crimes. There are a lot of Police schemes going on now including one where they send emails to those they suspect of using the internet to access pictures of children. When they click on the link, it sends their details to the Police and they go around and arrest them. Even if people have deleted the pictures from their computer, the Police have experts who can retrieve them.
There is now specialised Probation departments who deal only with internet paedophiles and specalised programs to try and stop them doing this.
