It depends if the 2-person room is like that voluntarily (ie- the people are a couple). If they are a couple, you should pay 1/3. If you just got lucky and got your own room and the other people got stuck sharing, then you should pay 50%.

You could charge by the room:
half per room

You could charge by the person:
one third per person.

Both of those completely favor one set of parties over the other.

You could go halfway between the two, and charge
5/12 to the person with their own room, and 7/12 to the people who share.

Other options include considering square feet of room, special closet or restroom accessiblity, and potentially making up for the difference by doing more household chores.

If the two people sharing the room are a couple, the answer is 1/3. If not, 40%. Either way, utilities should be a three way split. If only one of the couple works, the one that doesn't is their responsibility for rent and bills.

I would charge the roomate with her own room double what the room with two people pay but I would divide all the utilities evenly.

I think it should be divided evenly among everyone living there. It doesn't matter how many people are in what room. The simple fact is, they all have a roof over their heads, water and electricity so everyone should pay an equal portion

If the roomates who are sharing a room only have one person who's paying their share of the rent, you charge the single person the same amount. It's what's fair.
