Try henna (mehndi)! This natural hair /skin dye has been used for centuries in Asia and Africa. You can find it in powdered version at an Indian store, or in a shampoo at certain beauty supply places (but these probably have harmful chemicals). I suggest just buying the powder (it is made from a plant which contains a dye). But--just as a warning, the color can range from red to orange to brown. SO try one spot first and then do your whole head!

Do you know what part of the hair dye you are allergic too?
There used to be and still is as I see the bottles that you use every time you wash your hair, they came in colors blond to black. There in the hair color section in stores, and are in a silver bottle. Usually on the very bottom or top shelf. I believe the color rinse is made by Clairol.

I had that same problem but it seemed to be more a timing issue. I can't handle the dyes that you have to leave on for 20, 30 minutes or more but now Revlon has come out with High Dimensions that you only leave in for 10 minutes and the conditioner is great too.

Have you been to a good health food store to ask if they have any suggestions? I have heard of some foods that actually can effect the color of one's hair. It's worth a try.

You might be able to use Clariol Natural Instincts
They do not use harch chemicals like most dye products.
Way more natural.
