I believe to make ceiling appear lower paint the ceiling a shade or 2 darker than the walls. I don't believe there is a need for a exact shade, just a darker color than the walls. Example you want the walls to be blue, use light blue for the walls and a darker blue for the ceiling, I believe a border would cause the ceiling to look higher not lower.

You can use one or all of these suggestions to create the optical illusion of a lower ceiling.

1. Paint your ceiling the purest of white and light it up brightly while you keep the walls darker.

2. Paint long horizontal patterns of design the walls so as to make them look longer and hence make the ceiling look bigger.

3. Try covering one wall entirely with a mirror, this will not only make the room look bigger, it will surely double the size of your ceiling.

I know if you want to make them appear high you paint them a color that is lighter than the room, so I assume that if you want them to appear lower, paint them darker...you may even want to paint the color onto the wall about a foot and then put the border on that line.

NO...HZ has it backwards, you want a dark color on the ceiling. And borders bring your eye up. You want to concentrate the view to the lower parts of the room to make the ceiling disappear

i just watched a fixer-up show and the theme was safari type and they made a tent to lower the ceiling it really looked good. (when you came into the room it was like walking into a tent, it would depend on your taste)
