I was told they had to go through zoning and planning, or city inspecter is this true???

it's not a full bathroom it is just a room with a bathtub. I have a 20 mo old and we only have a stand up shower, she is to big for her baby tub so we were going to move out after the lease was up, but they said they would put a tub in the bathroom if we stayed, but decided there wasn't enough room so they built it in our basement. It is a horrible job. Not to mention no heating ducts put in. Iowa get pretty cold in the winter.

Most states have specific requirements within the building codes that address this. Find out who the local building authority is, like the city or county building inspector's office. There is probably a requirement for 2 means of egress into/out of the basement in addition to the requirement for proper venting. Call the local zoning director also. Your landlord may be required to apply for a building/zoning permit and it's possible that a licensed contractor is required to do the work on any rental unit.

You Betcha! The land lord may perform the work on his own property, BUT he needs to acquire a permit from the local officials, and pass inspections. That's true for every city I've ever been in.

Yes. The bare minimum he needs to get is a building permit. He may need more (like a variance) according to the Dept of Zoning and Planning.

Depends on where you live. Where I live you'd be required to get a remodeling permit and to report the change to the tax accessors office so you can be charged increased property tax for the extra bathroom.

plumbing permits

these permits are for the saftey of the people and with all permits there must be inspections
