Because it is not constantly working there are little tiny pauses last only a few nano-seconds as the CPU(brain) is waiting for more data to process that is why it appears to go slower and faster when programs (or games) are running.

It all depends on the Game u are playing. Now a days most of the computer games has got huge memory requirements and add on Graphics card (nVido, ATI etc,...). If ur computer is not upgraded u may some speed problems and the performance will not be great.

Some other problems may be Video driver issues, (Search internet for a driver update ) and obselete Directx driver (Go to Microsoft support site and download the latest one. )
