He was not in a police uniform nor a police car. He was rude to me and violated my rights? Is this allowed?

Did you happen to get a written ticket or something that has his name on it? Or perhaps a license plate number? If you did, you can contact the police station and speak with the Sergeant. And if they don't follow up on it, call a lawyer to see what your legal rights are.

If it truly was not a police officer, I may be a bit concerned if this person has my information.

I'm not sure of the actual legalities of an off-duty police officer stopping someone. But there is no excuse for the rudeness.

even if he was actually a police officer which theres still a chance without the uniform and car he is as long as his car was equipt with the lights and sirens he could be undercover but even if he was they cannot violate your rights in any way they can be rude if they want but they cannot ever violate your rights i would go down to the local police station or call if u live to far and let them know cause if hes not real he commited a felony offense if he is hes in some serious trouble good luck

u should never pull over for the police even if you know the are reall
because they had cases were fake cops pull over people and wrap them

what u should do is call the police station or 911 and say i'm am being pulled over by a cop on the rodes name then the 911 people will look up on the computer were their cop cars are and if one shows up there they will tell u if not they will send back up
also if the car is really a cop then 911 would tell u to pull over and then they would radio to the cop and tell them why u kept going

plezz evryone do this i lost my sister this way

You had the right to demand to see his badge, and also the right to ask him to call a marked car with a uniformed officer. If he refused, you had every right to pull away from him. The way it sounds as you have written, this is very suspicious. In Illinois, also if it is night, you have the right to proceed at the proper speed, to a well lighted area, no matter how far, where there are witnesses.

you should really report it, cause I wouldn't trust him, and if he was a police he would have been in uniform and real police don't ussually pull you over unless they're in uniform!

You should of never given him any information. You have the right to refuse giving information if you suspect something's up.

Take a badge number, a precinct number and report the incident.

get his license plate number, name etc, cal the REAL police - DUH - use your brain here
