As long as the web site exists on an internet connected server, consider it "published".
This server can reside in your home, as long as you have a permanent internet connection.
If not, you can "rent" space on a connected server (called "hosting") and "publish" your site there.

Find a hosting company, theres loads of them, some charge and some don't.
If you have'nt already done so you may need to register a name for ie: _www.something.co.uk, you do this on a domain name registration site, do a search and you will find loads of them.
