Punishment doesn't work on animals and it doesn't work on children very well. Penalties, on the other hand, work quite well with rational beings. The punishment for speeding is often a big fine. Not very effective. More effective would be to to penalize a convicted speeder by having them spend a few weekends riding around on a tow truck sweeping up broken glass, eyeballs, bits of scalp and bloody fingertips. Do you understand the difference?

Yes, but, like anything else, only in moderation. Most people respond to punishment, so it can be useful when doing something like...say... raising a child, but it can be a problem if you're using punishments too much. It can get unfair and even harmful.

If there were no consequences to any action...how would we learn what is acceptable in society? to live with other people? to be loving and acceptable to God as well...spirituality?
