I love mermaids, and I'm a pritty good at drawing them... but I can't get the hair right flowing through the water! Any websites on how to improve hair?

Buy a Women's Hair magazine.

Take a style you like, on the base of your drawing, add lines following the flow of where you want the hair to go, use the lines as a guide to building the hair structure you want to have. Build the hair like you would anything else, use basic shapes. Shade accordingly.

The hair style magazine will really help. Lots of stores carry them; they are just shots of a bunch of women's faces and hair styles, about 12 photos a page for almost 200 pages. Tell the cahsier, or other help person, you are an artist and you need to buy a magzine of hairstyles.

There are two published monthly. One I use, called Shirt Hairstyles, the other is Long Hairstyles.

Usually the hair flows behind her head in S type patterns. I like to draw them too. I don't know any websites, but the art stores have books with illustrations you might like.

Have it flow with the water and a mermaid's hair shouldn't stay on her shoulders like yours or mine. Like imagine a wind blowing into your face. See how your hair would flow off your shoulders and almost like fly.

If you're serious about drawing, you should pick up some anatomy books and study them. Doing so diligently is pretty much guaranteed to make you a better artist.

Think about how currents move thru the water. that is the direction to go with. Even place hair going different directions, as if she/he were to be "still" in the water, facing "you"

Just draw them with the fish half on top!
If you think about it, men would probably prefer that....
