These four guys were walking down the street, a Saudi, a Russian, a North Korean, and a New Yorker.
A reporter comes running up and says, "Excuse me, what is your opinion about the meat shortage?"
The Saudi says, "What's a shortage?"
The Russian says, "What's meat?"
The North Korean says, "What's an opinion?"
The New Yorker, says, "Excuse me?? What's excuse me?"

I am not sure about what you are asking. But let me put this question/joke under a scalpel...

1. The Saudi is wondering what 'shortage' is because he is not familiar with the idea of shortage, his nation being very rich.

2. The Russian is asking what 'meat' is because his nation's extreme weather has often forced his compatriots to go without food for long periods.

3. The North Korean is asking what an 'opinion' is because his nation's non-democratic government is supposedly less tolerant of people's opinions.

and

4. The New Yorker is asking what 'excuse me' is because people from the Big Apple are considered to be less polite due to their hurried lives.

But just for the record, New York was just voted (internationally) as one of the most polite cities in the world.
