Yes they are i have a pre payment meter they came out and changed it to a key pre payment one i now pay 3 times the amount was paying and they sent a letter saying my rate was wrong and demanded 68 pounds more like it's the cost of fitting these new meters, i have changed supplier.

here is yet another example of a British question, which will only make sense to people of the U.K. attempting to be answered by an american - it really takes my breath away. Is this a British web site or not?
