The best idea is to get professional technical training from a technical college. Many community colleges offer such programs.

Welding is not that hard of a task once you have learned the basics. There is many different types of welding such as arc welding, MiG welding, tig welding and oxy-acetylene welding most people start off either with a MiG or arc welder. Arc welding is the easiest for me but some people think MiG is easier. The easiest way I would suggest to learn to weld is to get you some clean pieces of mild steel and just practice practice practice. If you are wanting to arc weld just strike the arc like you were striking a match and go at it. Try to watch the puddle of molten metal and keep your arc just in front of it. If you listen to the arc you will be able to tell when you have it about right when it sounds like eggs frying. You will want the finished bead to look something like a stack of dimes. Just Practice and you will get the hang of it before you know it. I would recommend getting a book and studying some of the concepts in it but a book is not going to teach you how to weld experience is all that will teach you. Oh and make sure you wear at least a #10 shaded helmet when welding, trust me burnt eyes is no fun. Hope this helped.

There are a great number of welding books out there and some are really good at explaining the techniques...
For me... I tend to learn better on my own.
I had a guy show me the basics of welding and then from there learned it all from books.
The *REAL KEY* to becoming a great weldor is practice...
"welding is like driving... the theory is all there and can be explained by book and person, but really it is a skill that must be practiced and practiced... each welding techniqueand machine are like each vehicle we get into... take a moment to learn the instrumentation and then take off adjusting as you go... "

so, I guess in answer to your question, yes there are websites that teach welding, but just get a cheap welding manual at a hardware store so you can refer to it as you go.... read through and understand the safety concerns and then just go do it. and occasionally check in with a professional weldor to see how you are doing.

Maybe. However, If you want to really learn how to weld good, take a night school class a your local High School. Welding (like sex) is something you need to experience and not read about.

There's tons of different websites for the many kinds of welding. There's a technique for each type of welding. I know mig welding is fun but it's also one of the hardest.

It's best to do it with someone experienced. Books or websites can't explain the "feel" of pushing the bead.
