The majority of guys will probably be weirded out if you say "I love you" first. A lots of guys are afraid of commitment and being "trapped". Let him say it first. That way he feels like he has some measure of control over things, which is a big deal for most men.

when you tell someone you love them in the first couple of months or stuff like that. when you get to know them past the honeymoon stage and are still together. then spill your guts. but share bit by bit as you go along.
