Depends on the signal and the distance you are from the router. It depends on your ISP cuz sometimes they can get unsteady due to internet traffic and weather.
Wired connections are usually steady depending on your ISP. You can always get a signal booster to get more oomph on your signal.

You have identified 2 issues here:
1) Your cable connection to your ISP
2) Your wireless connection to your cable modem/router
Your cable connection to your ISP can vary anyway because it is shared with neighbours etc. This means you will never get the full speed they offer.
Your wireless is slow if the signal is bad. The further from the wireless modem/router you are, the slower it will get because the signal is weak. Packets may not be recieved/transmitted properly and so the error correction kicks in and tries to rebroadcast the previous data packet.
When error correction has to re-broadcast data, it slows down the next data packet to be sent which in turn slows down the wireless connection speed.
It is not a fault, but a method of ensuring that you recieve and transmit all data properly over your wireless connection.

Wireless signal strength can vary for any number of reasons (proximity of devices, interference, physical location, local traffic on the same frequency etc.). Your speed will vary depending on the signal strength. Try moving the Wireless access point (higher in the building the better) and your laptop to find the locations with the best signal strength.

The speed will vary with distance and quality of signal.
Quality of the signal can be affected by things such as cordless phones, normal interference in an everyday household, walls, devices, and variations (only slight otherwise you wouldn't have wireless anymore) in the signal output from the device.
This is normal and nothing to be concerned about.

All depends on the signal strength, distance, and interference from competing signals (like phones, microwave ovens, etc.)

Since it is cable, it is shared by your neighbors. The more people online, the slower the connection for you.
