Satan only exists in the Abrahamic faiths (Islam, Jewish & Christianity). It has nothing to do with any other faith.
On the other hand Fools are almost a cultural universal.

Yes and No , Depends what do you understand by Fool.
Fool can be a person that does not posses the ability to distinguish between what is good and bad? Then if you are referring to this kind of fool, no he cannot because he is not a responsible person.
If you meant the Fool that is smart person but choses to do foolish things then yes, you might say that . He can be hold responsable.
Satan or negative energies, bad karma, call it as you want, your aura will turn black and you wil stink spiritually if you do bad things or even if you have bad thoughts. Bad thoughts give me headaches.
